What happens when North Carolina homeowners appeal their property tax value
We asked every county for its appeal records. Across the 17 that have answered so far, 59% of 41,506 decided appeals lowered the value.
The appeals that win point to a mistake
5 counties record why each owner appealed. When the county's record of the home was wrong, the value came down 4.6 times as often as when the owner argued market value alone.
The county's record was wrong
Wrong square footage, bedrooms, condition and similar. 360 of 433 record-error appeals lowered the value.
"It's worth less than that"
A market-value argument alone. 18 of 99 lowered the value.
The market-value group is small (99 decisions), so read it as a direction, not a precise rate.

How we got these numbers
- In October 2026 we sent a public records request under G.S. 132 to all 100 North Carolina counties, asking for each appeal's value before and after review. Counties are added here as their records arrive.
- A "decision" is one appeal decided at one level. An owner who goes from informal review to the Board counts once at each level. Withdrawn appeals aren't counted.
- "Typical cut" is the median percentage drop among values that came down. Levels with fewer than 10 decisions in a year are left out.
- Each county's page lists its own sources and any caveats. These are counts of past decisions, not a prediction for any home and not an opinion of any property's value.
